Can you promote your product in r/TechSEO?

You should not promote your product in r/TechSEO unless your post is clearly not advertising. Rule 4, "Don't be a shill," says, "We will remove any posts that seem like advertising or for promotion only" and adds that this is "not a marketing channel for your company." Your post also needs to be clear, comprehensive, and technical SEO related under Rule 2.

Whatever the written rules say, the pattern that gets promo removed everywhere is the same: batches of similar comments, reused wording, and necro-posting on old threads.
